Volusia

economy.The Volusia County
Council has established a goal of 10 percent use of disadvantaged,
minority and women-owned businesses (DBE’s) as part of the County’s vendor
pool. All vendors/contractors wishing to do business in Volusia County are
encouraged to use registered/certified DBE’s whenever possible. The
County’s definition of a DBE is any business which is at least 51 percent
owned by women, or disadvantaged, or minority group members.
Registration/certification
All businesses wishing to do business with Volusia County must first be
registered with the County. Those wishing to work on federally funded
programs must also be certified, or found to be easily certifiable by the
county.

Beach International Airport at 386.248.8030 or through Votran at
386.756-7496.
Projects available through Volusia County
Volusia County has numerous federally funded construction projects each
year. Most of those projects are implemented through one of four local
government divisions:
- Daytona Beach
International Airport, which also houses the regional headquarters for
the Federal Transportation Security Administration;
- Community
Services, which includes Community Assistance, managing a substantial
housing rehabilitation program;
- Votran, the
County’s mass transit system, providing bus service, trolley service and
transportation for the physically challenged; and Facilities Services,
which maintains County properties and buildings.
Bidding for work with the County government
If you own a Volusia County based DBE and are interested in bidding for
work with the County government, you will want to become familiar with the
Volusia County Purchasing and Contracts Division and how it works for you.

You will need to follow these steps:
- Register as a
potential bidder
Download a Vendor Registration Form on
volusia.org/purchasing/bidapp.htm and complete it on your
computer. Print out the finished form and mail, fax, or email it to the
addresses provided on the web site. Instructions and commodity codes,
which you will need, are available to download from the same web page.
- Optional Vendor
Clean Hands Search Request form
This form is provided for the convenience of those firms submitting a
proposal in response to any Volusia County solicitation. This form gives
your firm an opportunity to be certain that there are no unresolved code
violations or past due debts owed to the County PRIOR to submitting a
proposal. Follow instructions on
volusia.org/purchasing/cleanhands.htm for distribution of
completed form.
- Required Officers
and Significant Stakeholders form
This form is attached to the Vendor Clean Hands Search Request form.
Unlike the optional Clean Hands Search Request, the Officers and
Significant Stakeholders Form must be completed, notarized and returned
with each proposal regardless of whether you choose to submit the Vendor
Clean Hands Search Request form or not.
- Review Open Bids
Open Bids are available for your review on
vcservices.vcgov.org/bidlist.
Once you have registered, you will be invited by the Purchasing and
Contracts Division to bid on those projects listed which are appropriate
to your businesses capabilities.

Contact the Minority and Small Business Coordinator at the Advanced
Technology Center Entrepreneurial Center (ATCec) for additional
information and to become certified by calling 386.274.3439.
Certification is helpful when you are bidding on, or will be working on,
federally funded construction projects. Examples of projects in Volusia
County are included in the downloadable directory at the top of this
page.
- To place your bid
for a project
Call or visit the Purchasing and Contracts Division offices for the
correct Bidder Application forms. Once submitted, the Purchasing and
Contract Division will review all bids and contact the vendor selected.
The vendor’s business name will be posted on the internet.
